Good morning. This week is a catch-up on the pipeline. Since the start of September, 192 apartments, a hotel, 33 houses, and about 220,000 square feet of self-storage have gone in front of town or state reviewers. Here is each one, where it is, and where it stands.
The Build List
In the pipeline: 192 apartments, a hotel, and a lot of storage. Everything in this list appeared on a Middletown Planning and Zoning or Mayor and Council agenda, or in a state review, since the start of September. One caution first. An agenda shows what was up for a vote, not how the vote went. The town had not posted results for its Sept 14 or Oct 5 council meetings when we checked on Tuesday, so unless we say otherwise, treat these as proposed. We'll report outcomes as they're posted.
192 apartments on Middletown Warwick Road. A project called Summerton West would put two four-story apartment buildings, with first-level parking and some commercial space, on 6 vacant acres at 870 Middletown Warwick Road. The application lists 192 rental units and estimates 872 vehicle trips on an average weekday. State agencies reviewed it on Sept 2 through the PLUS process, which produces comments, not an approval. The site is in the Town of Middletown and already zoned commercial, so the site plan still has to go through the town. State agenda and application
A four-story hotel in Levels Business Park. Summerton Suites, a 50,920-square-foot hotel at 255 Celebration Court. Its record plan was on council's Sept 14 agenda.
100,614 more square feet at Westown Town Center. Phase 3 at 765 Middletown Warwick Road would add four buildings. A credit union building shown on the 2018 plan has been dropped. Also on council's Sept 14 agenda.
About 220,000 square feet of self-storage on Levels Road. The plan for 735 and 745 Levels Road starts with a three-story, 122,760-square-foot climate-controlled building and a 4,000-square-foot single-story building, with a second three-story building of 93,600 square feet in a later phase. The preliminary plan went to Planning and Zoning on Sept 17 and was not on council's Oct 5 agenda. Separately, Extra Space asked for a permit to run self-storage at 700 N. Broad St., Suite B, which was on council's Oct 5 agenda.
33 houses off Wiggins Mill Road. Greenough at the Estates of Saint Annes would create 33 single-family lots on two streets at 224 Wiggins Mill Road. The preliminary plan was on council's agenda Sept 14 and the record plan on Oct 5.
A Discount Tire on Sandhill Drive. A 7,320-square-foot store at 101 Sandhill Drive. Record plan, council's Sept 14 agenda.
Youth sports on Patriot Drive. Momentum Volleyball Club asked to open an indoor youth facility at 119 Patriot Drive for practices, clinics, leagues, and camps. The request says the space may be used for pickleball at times. First State Performance asked to open an athlete training facility at 108 Patriot Drive. Both permits were on council's Oct 5 agenda.
And one that is decided. The second Amazon building at 1924 Middle Neck Road, about 1.9 million square feet on two stories, was approved unanimously on Sept 14, Delaware Public Media reported. No construction date was given.
A quick guide to the terms. A preliminary plan is the early version and a record plan is the final one. A conditional use permit lets a business operate in a zone where that use needs council's sign-off.
Boyds Corner Road keeps filling in. Outside town limits, New Castle County does the reviewing, and a lot of it is happening along one road north of town.
Bayberry Town Center. The Weis Markets that opened in November 2025 anchors a center planned for 280,000 square feet of retail and office space plus 145 townhomes, per the center's own site and REBusiness Online.
165 houses at Whispering Woods Road. A plan called Boyds Corner Preserve would divide a parcel at the corner of Boyds Corner Road and Whispering Woods Road into 165 single-family lots. It relies on transferring development rights from four other parcels, which means building more in one place in exchange for giving up the right to build somewhere else. It went to a county Planning Board hearing on Aug 4.
An industrial rezoning by the rail line. An application would rezone part of the property at 416 and 420 Boyds Corner Road and 101 Cip Court from Suburban to Industrial. After being postponed in August, it went to a Planning Board hearing on Sept 1. We have not found a recommendation or a County Council vote yet.
The Scott Run warehouses. No public update since July on the 1.3 million square feet of warehouses planned off Jamison Corner Road. Spotlight Delaware reported then that a county councilman believed the developer aimed to break ground this fall. We have not seen a groundbreaking reported.
The road itself. The county, DelDOT, and the regional planning agency WILMAPCO are writing a growth plan for the unincorporated area between the canal and Middletown and Odessa. Their April workshop boards list a Boyds Corner Road widening among planned road projects, with no schedule. The same boards count what is already committed in that area: 4,508 single-family homes, 1,344 townhomes, 1,342 apartments, and about 3.9 million square feet of warehousing. The next public workshop is Monday, Oct 26, 4:30 to 6:30 PM at the Odessa Fire Hall, 304 Main St., per WILMAPCO.
Also on the list
Tonight: a town hall on the Port Penn solar project. Thursday, Oct 8, 6:30 PM, Odessa Fire Hall, 304 Main St. County Councilman Kevin Caneco said he will discuss a solar project planned for 60 acres of leased farmland in Port Penn, among other topics, Spotlight Delaware reported. The developer is TurningPoint Energy. Spotlight reports that the project is allowed under current county zoning and does not need a public hearing, and that more than 400 people have signed petitions over it.
County Council, Tuesday, Oct 13, 6:30 PM. Two countywide development rules are up for consideration: changes to impact fees (Ordinance 26-106) and a requirement to certify electrical capacity (a substitute to Ordinance 26-045). The meeting is at 800 N. French St. in Wilmington and on Zoom. Agenda
Open space rezonings. County Council introduced two county-initiated rezonings on Sept 8 (Ordinances 26-114 and 26-115). The parcels include the county's Southern Park at 1276 Shallcross Lake Road and land on Marl Pit Road, Wiggins Mill Road, and Old Corbit Road. The ordinances cite the county plan's strategy of adding a preservation zoning category for protected open space. Introduced is not adopted. Ordinance text
Townsend's growth map. Townsend is updating its comprehensive plan, including the land it might annex. In a Sept 2 review letter, a New Castle County planner wrote that the town intends to roughly double in size and that much of that land is in areas where state policy does not currently support development. A state letter says that if the plan is not adopted by Nov 15, it becomes subject to new climate and resiliency requirements.
Road closures. Wiggins Mill Road is closed at the bridge between St. Annes Church Road and Green Giant Road for repairs, projected to finish Oct 19. Vance Neck Road is closed between Apple Tree Lane and Chase Lane for repaving, projected to finish Oct 12. Route 9 is closed at the Blackbird Creek bridge for a replacement projected to run until July 2028. US 301 has weekday lane and shoulder closures, 7 AM to 5 PM, through Nov 30 for bridge work. Route 1 between Route 72 and the Roth Bridge has overnight multi-lane closures on Sunday, Oct 11, from 8 PM to 8 AM. Sources: DelDOT's restrictions list and closures feed.
A traffic signal for N. Broad Street. Council's Oct 5 agenda included ratifying an agreement with DelDOT to install and maintain a traffic signal at N. Broad Street (Route 71) and Lake Street. The agenda gives no timing.
Odessa. High Street construction has begun, according to the town's Sept 14 council minutes.
Next meetings. Middletown Planning and Zoning meets Thursday, Oct 15, 7 PM, Town Hall, 19 W. Green St. The agenda is due on the town's event page a week before. Odessa's Planning Commission meets the same night at 7 PM at the Old Academy, 315 Main St. Details

Price per square foot is about flat, but the median sale price is down 8.9% from a year ago. When the total drops and the price per foot doesn’t, it usually means the homes that sold were smaller, not that each square foot got cheaper. Source: Redfin.
